Requirements for Selling Tobacco in California.
Tobacco sales are regulated by the Calfiornia Board of Equalization (BOE).  For guidance in understanding the tax and licensing obligations for retailers, distributors, wholesalers, manufacturers, importers, and consumers of cigarettes and tobacco products,visit the BOE webiste: http://www.boe.ca.gov/industry/cigarettes_tobacco_products.html#overview

Tobacco retailers are required to post STAKE Act Age of Sale Warning signs that meet certain specifications.  You can order them for your store for free from the Tobacco Education Clearing House at http://www.tecc.org/products/?f:Categories.CategoryID=2c9180835998777f0159b4e064b75813.

FDA Regulation of Tobacco Sales
The FDA regulates all tobacco products, including e-cigarettes, cigars, and hookah tobacco.  To help retailers better understand their responsibilities under the Family Smoking Prevention and Tobacco Control Act (Tobacco Control Act) and comply with the law, FDA provides webinars, training videos, and guidance documents. These resources help to educate retailers and their employees about the Tobacco Control Act and tobacco regulations. FDA also works with state regulators to enforce federal regulations to reduce the harm of tobacco.  Educational materials and training are available on the FDA's website at https://www.fda.gov/TobaccoProducts/default.htm
